Codes to Names 

I am curious of the people's opinion on HIV reports, by switching from codes to names.

Illinois will be joining California and Philadelphia by switching from codes (an identification given instead of names) to names. The reason for this is that the federal government has threatened to cut funds unless names are provided in reports and cases.

Opponents are against this change, citing that the switch will discourage people to come forward for HIV screening/tests/medicine/counseling, etc. Supporters claim that accurancy is the reason for the switch.

I am curious of your opinion on this switch. Do tell!
